Sir,

With reference to your letter of the 19th September 1901, relating to the purchase of the Briquette Factory at Kowloon, I am commanded by the Lords Commissioners of the Admiralty to acquaint you, for the information of the Secretary of State, that under the circumstances mentioned in the telegram referred to in your letter under reply, the most favourable way of acquiring the site in question would appear to be by means of compulsory purchase under the Resumption of Crown Lands Ordinance, and My Lords would therefore be glad if the Secretary of State would be so good as to telegraph to His Excellency the Governor of Hong Kong, requesting him to arrange for the acquisition of the property by this method on the best terms obtainable.
